Xap Corporation Wins Contract to Implement Statewide Electronic Transcript System for the California Community Colleges
The new system will facilitate transmission of standardized electronic transcripts from the California Community Colleges to any electronically-enabled institution.
Culver City, CA August 24, 2005 The California Community Colleges System Office announced today that Xap Corporation, the leading provider of Internet-based educational services, has been awarded a major contract to develop and implement the CCCTran System.
The proposed system will enable California Community Colleges (CCC), which serves more than 2.9 million students, to improve the student transcript security and turnaround time between request and delivery among its 109 campuses, as well as with other 'trading partners' such as the California State University (CSU) system, the University of California (UC) system, and California Student Information Services (CSIS).
"After an extensive RFP process, we are pleased to have selected Xap to develop an advanced, online student transcript system customized to our specifications," said Catherine McKenzie of the California Community Colleges Chancellor's Office.
"As the largest college system in the country, we expect the CCCTran System to set the industry standard for efficient transcript processing and to cut per transcript costs from the current $6-$10 for a conventional manually-issued transcript to $0.50 per electronic transcript."
The CCCTran System is a collaborative effort involving Xap Corporation, community college and district representatives, and the Chancellor's Office.
The new system will be a streamlined, centralized service for securely transmitting transcripts in real time from CCC member schools to authorized educational institutions regardless of current student information systems or business practices for transcripts.
It will dramatically speed up the sending and receiving of electronic transcripts instead of the manual printing and mailing of transcripts, while delivering a higher level of security between the CCCs and their trading partners.
Conforming to national EDI and XML standards, this comprehensive system will enable CCC schools to import from and export to diverse student information systems, electronically process batches of transcripts or fulfill a single request, automatically process fees and waivers, withhold transcript delivery for financial or other reasons, and utilize numerous other tools.

The California Community Colleges also operate the CCCApply (www.cccapply.org) site, a statewide web-based system powered by Xap that allows students to learn about and apply to community college campuses throughout the state.
Its purpose is to simplify the research and planning efforts for prospective students, as well as automate and streamline the entire application-to-admission process.
The site contains a wide range of services and information that support outreach and other types of assistance offered by the community colleges.
