California Community Colleges Launch CCCTran Electronic Transcript Exchange
Over 90% cost savings per transcript expected from the most advanced and secure transcript exchange system available today.
Sacramento, CA August 23, 2007
Faced with the challenges of student records security and data integrity within a system of 109 colleges, the California Community Colleges System Office recently launched a comprehensive, internet based system to exchange electronic student transcripts within the California Community College System and between the California Community Colleges and California State Universities.
The CCCTran transcript exchange system is unique in its ability to request transcripts and fulfill transcript requests automatically, extracting student data from a transcripting college's student information system and delivering that data into the requesting colleges system without human interaction. These closely tracked transactions are encrypted and secure, eliminating errors and the possibility of fraud inherent in accepting and reentering paper transcripts.
Besides eliminating many of the problems associated with paper transcripts, the participating California Community Colleges will see a significant reduction in the costs involved in exchanging transcripts. The California Community Colleges System Office estimates costs will drop from an average of seven dollars per transcript to less than fifty cents per transcript.
"We are very pleased with the results of this initiative." said Patrick Perry, Vice Chancellor of Technology, Research and Information Systems. "The leadership and hard work put into this project by our pilot colleges and those of the CSU system, have resulted in the most advanced and secure transcript exchange system available today. As more colleges go online with CCCTran, we will see significant cost savings across the California Community Colleges system."
The System Office began exploring the idea in 1999 with a study conducted at Contra Costa and Yuba Colleges to establish feasibility. In 2003-2004 a requirements and competitive bid process lead to the selection of Xap Corporation to develop the transcript exchange to California Community Colleges System Office specifications. Work began in 2005 involving software development by Xap Corporation and extensive testing between eight California Community Colleges and six California State Universities.
"We look forward with working with the California Community Colleges System Office to expand its trading partners throughout the California State University system and to the University of California system, private postsecondary institutions, and high schools across the state in the coming months," said J. Michael Thompson, Xap's CEO. "CCCTran benefits students by speeding the transcript process and colleges with a significantly more cost-effective solution."
